GU-874 – Competence Development and Assurance for Operations – PDO
With PDO’s business evolving from a basic conventional to one which is complex and acquiring state-of-the-art technologies and sophistication, its competence and assurance system correlates with such dynamics. Enhanced Oil Recovery (EOR), high pressure, and sour operating environments are now the norms and have stretched the competence assurance systems and processes to meet its demands.
With these high risks environments and exposures, all staff is required to be trained and certified competent to operate and maintain these facilities. PDO’s management also directed that staff operating and maintaining its facilities are issued with ‘licenses’ as significant permits authorizing them to work and operate facilities of defined segmented Operations i.e. Conventional, Gas, Sour, or Thermal. The competence licensing process provides the highest form of assurance to the stakeholders on meeting the conditions of its business ‘license to operate.
In order to achieve a fully competent and mobile workforce for the Operations skill pool, the staff is encouraged to develop their skills and enhance their careers, with the process recorded and monitored. There are various development programs for technicians/operators and graduate engineer entries and these are enablers and assurances of ensuring a continuous feedstock of local talents in the pipeline to sustain development, operations, and maintenance of facilities.
The primary purpose of this procedure is basically for the following needs;
- provide knowledge on the common terms and definitions being used
- reiterate and compliment basic HR processes and workflows applied for specific purposes development, assessment, assurance and licensing of staffs
