The Process Safety competency matrix is a tool for managing the critical HSE competencies required for those fulfilling a Process safety-critical role. Staff needs to not only gain skills and knowledge to properly operate and maintain process equipment, but they must also be able to demonstrate the application of these skills and knowledge. This challenge continues throughout the lifecycle of the organization as individuals and roles change through time, so a structured approach to managing competency is needed.

The purpose of this procedure is to define the Controls that need to be implemented in PDO to ensure safe and effective Operation. It defines and assigns mandatory process safety competency levels for different job roles in Production Operations through a Process Safety Competency Matrix (PSCM). The main tool for managing this information is a Process Safety Competency Matrix (PSCM) database. It ensures that staff is notified and competencies are continuously maintained to date.
