SP-1220 – Concurrent Operations Specification – PDO

Concurrent Operations shall be defined as:

“The simultaneous execution of Drilling/Hoist/ Coiled Tubing, Well Test or Frac Unit operations and Production operations, where there are less than 100 m separating the production operation from the well which is being entered by hoist or rig operations”.

Safety management controls are required for Concurrent Operations that exist when either:

• a Rig or Hoist Operation may affect the safety of a Production Activity; or
• a Production Operation may affect the safety of a Rig or Hoist Activity.

The prime concerns are:

• Drilling/Hoist Operations, where heavy loads are being moved close to production assets, potentially causing damage and leading to loss of hydrocarbon containment; and
• Production Operations, where non-routine disturbances of the process or loss of the integrity of the facilities lead to a hydrocarbon release, changing the hazardous area classification on the Rig/Hoist location.

In both cases, the uncontrolled hazardous environment created poses danger to human life and possible damage to Company assets.

The simultaneous execution of drilling/hoist operations requires specific controls and recovery measures at the interface of the two operations to manage risks that may arise from a combination of:

• a flammable atmosphere and a source of ignition
• a toxic atmosphere and source of exposure

This Specification describes Well Engineering requirements for managing the risks associated with concurrent operations. Note that in this document the term “Well Engineering” is used to represent the combination of Drilling, Well Services, Well Stimulation, and Well Testing.

This Specification applies to all Well Engineering Activities and all personnel involved in such operations, i.e. both PDO and Contractor staff.
