PDO’s Well Engineering Directorate, UWD, recognized the need for preparing PDO for well control emergencies at their drilling and/or production facilities. Even though the existing PDO emergency response documents specifically mention blowout emergencies, they do not provide PDO with an in-depth examination of the resources required to mount a coordinated well control response after the emergency phase of a blowout or serious well control emergency.
The purpose of this WCCP is to provide PDO with the information required to mount a well-coordinated and timely response to a well control emergency or blowout on PDO wells. This plan is intended to be valid for all PDO drilling, workover, and well services operations.
This manual is not intended to make PDO personnel become experts in major well control (i.e. blowout) incident recovery. However, PDO personnel will be required to be a part of a team that is charged with the well control intervention. This manual is written to enable PDO personnel to adequately perform their role in the well control intervention process. This is accomplished by providing PDO with the team structure, equipment needs, and a brief description of well control techniques required for typical well control jobs.
