1. HSE Monitoring: A basic management principle which states that a small percentage of specific items, actions, or activities account for the majority of all accidents and costs. Often referred to as the Pareto Principle. In designing HSE Proactive Measures, HSE Practicioner as well as any managerial staff, needs to concentrate the effort on these Few but Critical issues that result in most of the Incidents. Also called Vital Few.
