DROPS Managment Objective

As a requirement by DROPS Management guidelines the following document describes the roles and responsibilities of DROPS Prevention Team on company Units that will be accountable for the implementation of these DROPS mandatory requirements.

DROPS Managment Responsibility

Drops Focal Point The DROPS Focal Point is responsible to the Wells Manager for communicating this manual in his region and facilitating its implementation. The DROPS focal point should become the regional/local Subject Matter Expert, be fully familiar with the content of the manual and contribute to updates to it.

A DFP acts as the Company Focal Point and offers expert knowledge and skills in order to generate and promote a positive DROPS safety culture. This represents a key role in helping control occupational risk and equipment damage.

In the Company, HSE TL is acting as DROPS Focal Point.

  • He is responsible for ensuring that all relevant legislation is adhered to;
  • Applicable standards and practices are adopted;
  • Plans, implements, monitors and reviews the protective and preventive measures;
  • Participate or lead Regional/local Shell DROPS forum;
  • Post incident prevention programs and lessons learned;
  • Facilitate regular meetings with representatives of PDO installations focusing on management and control of DROPS issues.
  • Act as a focal point for rig teams, providing support for resolving issues (e.g. secondary retention, derrick/mast drops surveys, etc.);
  • Disseminate the requirements of this Prevention of Dropped Objects Manual to engineers and supervisors in the region/local teams;
  • Run Drops Campaigns after issue of the manuals;
  • Convey the Life Saving rules as they apply to DROPS;
  • Facilitate or carry out DROPS risk assessments;
  • Participate in installation audits to check the effectiveness of DROPS inspections and DROPS hazard identification;
  • Lead in-house training programme covering DROPS issues and risks;
  • Consolidate records of inspection findings and produce reports highlighting action for improvements;
  • Issue timely safety alerts for DROPS incidents in co-operations with the HSE department and the line;
  • Participate in significant DROPS incident investigations;
Worksite DROPS Lead The DROPS Lead is accountable for implementation and compliance to DROPS Management guidelines for the installation he is responsible for. As owner of the site DROPS campaign, the DROPS lead is responsible for verification inspections; follow through on actions arising and identification and reporting of non-compliances.

On the Company Units Driller is acting as DROPS Lead.

  • Ensure any equipment that is not an integral part of the structure on which it is mounted shall have a suitable secondary method of retention to the structure;
  • Ensure Management of Change (MOC) procedure is followed prior to mounting fixtures to existing structures, or installing new equipment at height is approved by Operations Manager  & Business Support TL;
  • Coordinate with Quality Engineer to conduct 2 yearly DROPS Survey;
  • Ensure the Derrick/Mast DROPS Register is available, kept in Driller’s Cabin and contains all equipment temporarily installed or used at height including hand tools used by persons in the derrick and any third party equipment;
  • Ensure regular Drops Checks (every rig move or at least every week) are conducted and findings communicated for immediate rectification;
  • Ensure Tethered Tool Kit is available, used and replenished when required;
  • Ensure personnel lifting operations, by using fit for purpose equipment, shall be authorised through PTW system;
  • Ensure all DROPS incidents are reported immediately;
  • Ensure DROPS Map is available and prominently posted;
  • Ensure Red Zone and No Go zones are strictly complied with as per DROPS Map of the Unit;
