Hi how would you handle situation where you see unsafe working environment and you have to decide between stopping the production or the employees what protocols should you follow?

There is a misconception about HSE being show stopper. 
HSE should stop any work of there an imminent danger to life or loss of assets.
HSE is a support function, that lubricates gears and removes debris to ensure uninterrupted operation.
Therefore if there is no immediate danger for life, or loss of asset, the best way is to be part of finding compliant solution and ensuring continuity of business
