Type of incident: Explosion in explosives packing/processing area leading to fire, multiple fatalities and injuries
On the morning of 1 March 2026, at around 07:30 a.m., a powerful explosion occurred in the packing area of an explosives manufacturing facility operated by SBL Energy Limited in Raulgaon village, Katol, Nagpur district, Maharashtra. The facility is engaged in the manufacture of mining and industrial explosives. The blast resulted in extensive damage to the affected section of the plant and caused the immediate collapse and destruction of parts of the structure where workers were present.
At the time of the incident, several workers were reportedly engaged in packing operations when the explosion took place. As a consequence, at least 18 people lost their lives, while more than 20 sustained varying degrees of injuries and were evacuated to nearby hospitals, including Orange City Hospital, for emergency treatment. Many of the deceased were initially unidentifiable due to the severity of the blast impact.
The local police registered an accidental death report and indicated that a formal First Information Report (FIR) will be filed after preliminary investigations are completed. The exact root cause of the explosion has not yet been established and remains under investigation by competent authorities and technical agencies.
Local emergency services, police and medical teams responded and transported injured workers to nearby medical facilities for treatment.
National Disaster Response Force (NDRF) and State Disaster Response Force (SDRF) teams were mobilised to the site to support search, rescue and recovery operations.
Specialist agencies, including the Petroleum and Explosives Safety Organisation (PESO) and the Directorate of Industrial Safety and Health (DISH), attended the facility to commence technical investigation and safety assessment.
State authorities, including the Chief Minister and Revenue Minister, monitored the situation and publicly committed to strict action against any parties found negligent, as well as a thorough investigation into the incident.
Fatalities: At least 18 workers killed.
Injuries: More than 20 workers injured and hospitalised.
Property damage: Significant damage to the packing area/sections of the factory structure and equipment (extent under assessment).
Operational impact: Production activities at the affected facility are expected to be suspended pending investigation and clearance by regulatory authorities.
The Government of Maharashtra announced ex gratia financial support of ₹5 lakh to the next of kin of each deceased worker.
The Prime Minister’s Office announced ex gratia of ₹2 lakh from the Prime Minister’s National Relief Fund (PMNRF) for each deceased and ₹50,000 for each injured person.
The company (SBL Energy Limited) issued a statement expressing condolences to the families of the deceased and injured, and confirmed that they will provide financial assistance to affected families, while also reiterating that the cause is under investigation.
While the technical cause is yet to be established, this incident highlights critical risk areas typical in explosives manufacturing operations:
High-hazard operations such as mixing, filling and packing of explosives require robust process safety controls, segregation, and blast-resistant design to limit escalation in case of an initiating event.
Strict compliance with explosives handling procedures, static and ignition source control, housekeeping, and compatibility/storage controls is vital to reduce the likelihood of accidental initiation.
Regular, competent safety audits (internal and external) focused specifically on explosives process safety, maintenance of critical safeguards, and emergency preparedness can help identify and correct deficiencies before they lead to catastrophic events; local political leaders have already raised concerns about the adequacy of safety audits in similar facilities in the region.
Effective on-site and off-site emergency response planning, including coordination with disaster response agencies, is essential to minimise loss of life when major incidents occur.
Investigation: Ongoing by police, PESO, DISH and other competent agencies; cause of the explosion not yet determined at the time of reporting.
Legal: Accidental death report filed; FIR to be registered following preliminary inquiry.
Support: State and federal financial assistance announced; company has committed to supporting affected families.
