HSE Manager – Abu Dhabi

J10 Consulting, recruiting for a leading Tier 1 main contractor, is seeking an experienced HSE Manager to join a flagship villas and mansions development in Abu Dhabi, UAE. The role is full-time, initially offered as a 3–6 month outsourced contract with the possibility of transfer to staff, subject to mutual agreement.
Key responsibilities

• Support top management in developing, implementing and updating HSE policies, guidelines and management system standards in line with corporate requirements and legislation.

• Define and communicate HSE roles and responsibilities across the organisation, ensuring effective implementation at all levels.

• Monitor and audit the company’s Safety and Environment system procedures, ensuring they are reviewed and updated in line with legal and corporate changes.

• Promote HSE awareness and compliance among all personnel, including proper use of systems and safety equipment.

• Support Commercial, Engineering and Operations teams in client interfaces on all health and safety matters.

• Conduct internal and external safety audits, including audits of subcontractors, and follow up on corrective actions.

• Participate in accident and incident investigations, analyse statistics, identify trends and recommend improvement plans.

• Provide technical HSE support to senior management, including risk assessments, HAZOP participation and safety input into new projects and modifications.

• Deliver in-house safety training and support preparation of project HSE plans, procedures and health and safety documentation for tenders and contract start-up.

Requirements

• Bachelor’s degree in Science, Engineering or equivalent, with additional professional qualifications in HSE and Fire & Safety Management Systems.

• Minimum 10 years’ experience in Health, Safety and Environment, preferably with Tier 1 or recognised main contracting companies in the UAE.

• NEBOSH International Diploma (Level 6) is highly advantageous.

• Strong working knowledge of HSE management systems, environmental discharges, incident command systems, incident investigation (e.g. Tripod Beta), HSE auditing techniques, HEMP and radiological safety.

• Proven experience on villas, mansions and residential developments, as well as large-scale civil construction projects.

• Demonstrated experience in conducting safety audits and presenting findings to multiple operational teams.

• Previous experience with self-performing main contractors.

• Strong computer skills, including Word, Excel, PowerPoint and databases, with the ability to learn platforms such as Procore and Labor Chart.
