About the Role
Pace is a leading multidisciplinary consultancy firm based in Kuwait City with projects throughout the Middle East, Asia, Africa and Europe. The Safety Inspector will ensure Company and Contractors perform all work to agreed standards for health, safety, security and environment (HSSE) and demonstrate a commitment to attaining high levels of HSSE performance. This role requires someone who can influence all stakeholders to achieve a positive and compliant HSSE environment.
**Responsibilities**
- Assist the Pace Project Director / Resident Engineer with day‑to‑day HSSE operations of the project team.
- Produce project HSSE statistics and KPI information when requested.
- Conduct regular HSSE inspections and audits to enable compliance with legal and contractual requirements.
- Assist the client with all aspects of project HSSE.
- Identify and assess hazards; support escalation of contractor non‑compliance to HSSE mitigation strategies.
- Participate in HSSE workshops and training.
- Prepare internal and external HSSE reports when requested.
- Ensure incidents are thoroughly investigated with determination of root causes and corrective/preventative actions.
- Deliver services with limited supervision and work autonomously on contract and system HSSE deliverables.
- Escalate non‑compliance issues in accordance with contract requirements and documentation.
- Hold regular project HSSE meetings focusing on compliance and continuous improvement.
- Identify and determine necessary HSSE measures to improve readiness for potential emergencies.
- Provide leadership and guidance on HSSE matters in conjunction with the Pace HSSE Director / Manager.
- Incorporate data from site inspections into monthly HSSE reports.
- Promote a safety‑focused culture by modelling ethical behaviour and sound business practices.
- Oversee contractor building and road safety strategies and HSSE programmes.
- Promote internal HSSE awareness through regular training sessions.
- Provide coaching, support and advice on HSSE practices, procedures and systems to all stakeholders.
- Verify contractor HSSE close‑out actions and identified hazards.
- Perform other related duties as directed.
**Qualifications & Experience**
- More than 5 years’ experience in a similar HSSE role within engineering or construction consultancy.
- Experience working with reputable engineering firms and overseeing site supervision and construction safety.
- Experience managing contractor HSSE contracts.
- Degree educated (advantageous).
- Additional training courses and memberships in professional groups/societies are desirable.
- NEBOSH / IOSH / IASP / OSHA certification is an advantage.
**Skills**
- Knowledge of relevant safety and environmental rules and regulations.
- Good knowledge of risk assessment, job safety analysis and risk management.
- Understanding of local HSSE legislation.
- Strong communication skills (written and verbal) and ability to work with all levels of workforce.
- Experience developing and managing building and traffic safety.
- Familiarity with Western and Middle East OSH&E requirements.
- Ability to multi‑task, achieve deadlines and conduct risk management and audits.
- Understanding of HSE KPIs and targets and working knowledge of Microsoft Office applications.
- Experience with cultural and behavioural awareness, ISO and other external certification systems.
