What does safety first in health and safety stand for?

Safety First relates to the choice made in favor of Safe but costly, delayed operations or Fast, cheap but risky operations, if there is dilemma between this two options.
*Safety First means that organization prioritizes safety over any other business values (cost, time etc.)
